The phone is managed by a workplace or school

If a phone is enrolled in an organisation's device management, that organisation controls what it does — including whether it can be erased and reactivated. No consumer recovery path applies, and there is no way around it that leaves you with a working phone.
How to tell
iPhone: Settings, General, VPN and Device Management will show a management profile. The setup screen may say the device is supervised or is managed by an organisation.
Android: a work profile appears as a separate badged area, and Settings will state that the device is managed.
After an erase, a supervised device can be forced straight back into enrolment during setup. Erasing does not remove the management — it re-applies it.
What to do
- Contact the organisation's IT desk. They can release the device from management, and they are the only ones who can.
- If it was a school device and you have left the school, ask them formally to release it — many will, once the device is off their inventory.
- If you bought a managed device secondhand, this is the same problem as any account lock: it goes back to the seller.
A device sold cheaply that turns out to be enrolled in a school or company is usually a device that was never the seller's to sell.

- The organisation will not release the device.
- You cannot identify who manages it.
