An Apple ID lock is not a carrier lock

Activation Lock is the Apple account. Only that account holder can clear it.

   If the phone asks for the previous owner's Apple ID after erase, that is Activation Lock. A carrier unlock will not remove it.

   The account holder removes the device at appleid.apple.com, or from Find My, or by signing in on the phone and turning Find My off.

3. 03

   If you bought it used and the seller will not remove it, the phone is not yours to set up. Ask for the sale to be undone.

4. 04

   Do not pay a service that claims to remove an Apple ID. This site will not, either.
